Training Centre Responsibilities


All training centres shall keep copies of the certificates, which include the expiry date, and the validity of the certificate for the following personnel:

  1. lifeguards,
  2. lifeguard instructors,
  3. lifeguard instructor trainers

Approved training centres shall submit a quarterly report to the PHSD, which includes:

  1. a list of approved lifeguard trainers,
  2. the details on any training conducted, which includes scope, number of trainees and their details, location of any training conducted, and any additional comments regarding the performance of the trainees.

Approved training centres/providers (ATC/ATP)

Training centres must be approved and certified as such by their international lifeguard organisation (CB). Training centres must hold a UAE trade license to deliver training in Dubai. Additionally they must be registered with DM, PHSD and accredited by the Dubai Accreditation Centre (DAC).

Training centres must have all materials and documentation required for training/assessing that include the following, but will not be limited to:

  1. UAE trade license
  2. training centre lifeguard curriculum approval by a nominated international organisation and DM (Public Health and Safety department)
  3. a list of lifeguard trainers' qualifications by the international organisation
  4. international accredited BLS/first aid trainer qualifications of trainers by DCAS
  5. course registration with international lifeguard organisation
  6. scheme of work and detailed lesson plans for each qualification
  7. training records for each candidate
  8. attendance sheets signed by either the instructor or the candidates or both for each course, electronic controlled process is accepted
  9. assessment forms showing details of each assessment section
  10. assessment result forms of the international training organisation
  11. course evaluation forms
  12. health and safety standards and hygiene policies for training/assessing
  13. valid liability insurance either by the training centres or individual instructors

Training materials required by training centres

Training centres must have the following training equipment and materials (as a minimum). Please note: CB may define instructor to candidate or equipment to candidate ratios):

  1. lifeguard rescue equipment for each 3 candidates or as per an international organisations scheme
  2. under-water manikin
  3. one spine board with a minimum of 3 body straps and head immobilisation
  4. one AED trainer if AED training is undertaken
  5. one resuscitation manikin (adult, child and baby manikins)
  6. one resuscitation pocket masks with 1-way valve for each candidate for water rescue exercises
  7. one resuscitation face shield for each candidate
  8. alcohol wipes
  9. 1 training bandage, 1 triangular bandage, and 1 pair of gloves for each candidate

Each candidate must (if the material is available in the language that the candidate can understand) be handed 1 printed or electronic training manual for them to keep. It must be approved and issued by the relevant international lifeguard organisation (photocopies are not acceptable).

LCD projector, speakers and presentations including photos/videos for each theory section as needed.
